When the Naval Criminal Investigative Service put a case together against Pirates captured on the high seas, the case for prosecution is turned over to the Justice Department.
When the NCIS puts together a case against a sailor or Marine, it gives the case to the Defense Department (JAGs) to prosecute.
The U.S. Constitution protects pirates in the first prosecution. Attainder is at work in the military prosecutions.
Soetoro-Obama is insidiously wrecking the operation of the Constitution in favor of international rules of man while increasing the practice of military policing and prosecutions against United States Citizens.
